André A. Rupp
Ph.D., M.S., M.A.
André A. Rupp, Ph.D., is an interdisciplinary scholar and advisor who helps people and organizations make sense of complexity through evidence, empathy, and design. He has dedicated his career to translating complex scientific findings in educational measurement into practical frameworks, guidelines, and learning resources.
André’s work sits at the intersection of rigorous research and human understanding. With over two decades of experience across academia, the testing industry, and K–12 education, he helps leaders and teams design and interpret assessment systems that are principled, equitable, and grounded in purpose. Currently a Senior Associate at the Center for Assessment, he advises state education agencies, large districts, and nonprofit partners on how to connect technical excellence with authentic impact.
He has co-authored and edited several influential volumes, including Diagnostic Measurement (Guilford, 2010), The Handbook of Cognition and Assessment (Wiley, 2016), and Handbook of Automated Scoring (Routledge, 2020). His work has been recognized by multiple awards and supported by federal research grants.
Between 2017 and 2021, he served as the lead developer and editor for the ITEMS professional development portal by NCME, where he curated, developed, and produced digital training workshops and learning resources in educational measurement and assessment — all made freely available to learners worldwide.
André believes that good measurement, like good art, begins with empathy and ends in understanding. His practice blends scientific rigor with reflection and compassion — helping people see patterns, possibilities, and purpose in complex systems. Outside of work, he finds inspiration in live performance, model-building, food, and travel, and he takes great joy in sharing these experiences with his wife and son. He resides in Princeton, NJ, and is a proud dual citizen of Germany and the United States.
